It makes two LEDs pulsate to the rhythm of music, sounds and noises picked up in the surrounding environment by a microphone capsule. It also has a Darlington that drives a power output, thanks to which it is possible to drive an LED spotlight that absorbs no more than 2 amps; with the same output it is also possible to drive an opto-TRIAC photocoupler, perhaps with a Zero-crossing Detection circuit, with which to drive a 220 VAC incandescent light bulb, acting as a spotlight: an example of this component could be the classic MOC3040 or the NTE3097. It should also be noted that the particular activation of the circuit, via a built-in microphone, makes this gadget a useful aid for the hard of hearing, since it can be used to detect the sound of the telephone and doorbell and signal it with the flashing of one or more LED bulbs also placed in multiple rooms.
